definitely Finnick and Annie. on the surface he seems to be this very superficial womaniser who really couldnt care less about the world. you got the feel that all he wanted to do is fulfill is masculine needs, but underneath all that, he was such a loving partner and later husband to Annie. crazy, traumatised, out of her mind Annie. whatever he did when he was in the Capitol was all for show, all to protect the one he loved the most. he could have had any girl he wanted, and yet he chose Annie because he say past her crazy and saw the person she could be, and did everything he could to keep her alive.
